Kyla Jacobsen, Water System Superintendent for the City of Elgin, followed by Jeff Freeman, VP Engineering Enterprises Inc, and Tish Powell, Administrative Superintendent of the City of Elgin's Public Works. In Part One: Dave Kaptain introduced the program and speakers. In this first installment, we hear the audio from a video presentation.
